- Homeland Security Presidential Directive
(HSPD) August 12, 2004
This directs the Department of Commerce to develop a standard for
secure and reliable forms of identification. No mention of background
checks, suitability checks, or investigations is contemplated in
HSPD-12.

Federal Employees and Contractors," March 2006
This is the standard the Department of Commerce developed, as
directed by HSPD-12. It requires a National Agency Check with written
Inquiries (NACI) background investigation for federal employees and
contractors.

Questionnaire for Non-Sensitive Poisitions, required by the NACI
process. The applicant fills this out to kick off the background
investigation. The main complaint regarding this form is the release
at the end that grants the federal government authority to perform an
investigation that is "not limited."

The applicant fills this out to kick off the background investigation.

Written inquiry sent by the Office of Personnel Management (OPM) to
to applicant's supervisor(s).

Written inquiry sent by the Office of Personnel Management (OPM) to
to applicant's references and neighbors.
- Office of Personnel Management's
"Issue Characterization Chart", also known as the federal employment
"Suitability Matrix". This chart is also a part of NASA's
Desk Guide for Suitability and Security Clearance Processing.
Indicates the standards by which suitability for federal
employment/contracting will be made. E.g, "sodomy" (gay sex)
disqualifies one from federal employment or contracting.
